The Way It Is Now: The San Francisco Unified School District (School District) has established an assignment system for its students. Parents may apply for their children to attend any school in the School District. If a school does not have space for applicants, the School District admits students based on certain priorities. The Proposal: Proposition H would make it City policy to ensure that: * all students have the opportunity to attend a quality neighborhood school; * after assigning siblings to the same school, the highest priority should be to assign each student to the school closest to home; and * the School District should provide students with the opportunity to attend schools with language immersion or other special programs, even if the schools are not close to their homes.

SF Proposition H also concerns schools. It is advisory only - meaning that it's intended to carry a message to the School Board from the public; it has no enforceability. This Prop exists because thousands of signatures were collected by regular folks. Parents, with few resources, worked hard on it. It is opposed by elected officials and unions with huge resources. One might say that Prop H challenges the status quo - a student assignment policy that was created by school officials and policy wonks that seeks to achieve economic and racial balance throughout the city. Problem is, the current student assignment policy ignores the direct needs of families and their surrounding communities. Families representing every conceivable race want their children schooled in their communities, which are actually more desegregated than anyone in policy will give true credit for. Prop H says - keep our kids in the schools in their own neighborhoods, stop busing them across town, and make all schools better so people will stop coveting a few of them.

While San Francisco values education, we have a confused, overly bureaucratic and frustrating school assignment system. San Francisco is one of the last few school districts that places kids in a school assignment lottery system. Parents and students have no idea where they will be assigned and many are assigned to schools across town. The same ordeal repeats for middle school and high school.

In fact, this system is a major factor in families leaving San Francisco and our schools suffer as a result.

Though this system was implemented with the best of intentions, it has failed. San Francisco has one of the worst urban achievement gaps in California. Assigning students all over town makes it impossible to address the achievement gap. Many of the poor performing students are placed in high performing schools on the theory good grades will follow. We failed to address issues like poor performing students and have attempted to mask failure.

This measure sets clear goals for the Board of Education: Guarantee every student a spot in their neighborhood school, Strive for excellent schools in every neighborhood, and Ensures choices in attending magnet schools, immersion programs or with their sibling.

The benefits of neighborhood schools are well established and why every school district in the nation uses this system.

Neighborhood schools:

Increase family involvement in community schools; a crucial element of increasing student performance.
Give parents and students real security in where their children will attend school.
Allow school districts to single out underperforming schools and devote specific resources to that school.
Keep families and students in San Francisco and in our public schools.

Join us in putting children first by creating quality neighborhood schools and closing the achievement gap.

Hi Omar,

On behalf of everyone at Ed Pioneers, THANK YOU for joining us at our workshop last Thursday. Your perspectives on the panel were eye opening; Fellows appreciated your candor, humor, and willingness to challenge others’ contributions. Of all the panels I’ve facilitated/seen facilitated in my time at EP, I think yours was the most honest and dynamic. I appreciate that you brought your daughters and stayed throughout much of the afternoon…I was honored that you, Hollis, Diane, and several of the young women who joined us wanted to stick around to contribute to Fellows’ learning experiences throughout the workshop.

Our work at Ed Pioneers relies on strong partnerships, and I certainly hope we’ll be able to work with you again. I’ll be leaving at the end of next week (headed back to school!) but my colleague Iman would, I’m sure, love to stay in touch. I’ve copied her here. Some of the rich kids I go to school with are terrified at even the idea of setting foot on my neighborhood’s soil. I say, “Why don’t we study at my house,” and they recoil with a look of confusion on their face, eyebrows furrowed, and ask, “Are you serious?” When posing the question I already knew the answer to, I just wanted to see the response.

“SAN FRANCISCO (KGO) – A San Francisco police sergeant was injured by crossfire

Sunday after finding himself in the middle of a possible gang fight, right outside a police

substation in the Bayview- Hunters Point neighborhood.”

This is where I’m from: A place where gang violence is accepted, gun shots are

delivered, young girls are pregnant, and marijuana is a staple. Nothing more is expected of us by someone from outside this neighborhood, but for me, it’s different.

“What are your goals and expectations for the upcoming year,” my father asked. I look

up from my spaghetti, fried chicken, broccoli, and garlic bread, and say, “Umm…Uh…get A’s?” He cuts his eyes at me in a playful way, and I quickly change my answer, “Stop procrastinating, get my GPA up, and study in advance.” Every day I come home from school, I walk past umpteen people who roam the streets aimlessly and stand posted on the corner with their “niggas” and my heart sinks. I wonder if they ever had any goals.

“Ayyyeeee! Wassup Lailah?!” Latrell, a friend from middle school catches my attention.

“What school do you go to now? Oh yeah, that white school. What’s it called again?

Prissy Spring or something?”

“Ha-ha its Crystal Springs.”

“How you got money to pay for that? You must be rich.”

“No honey, not even.”

“Yes you are.”

“No I’m-“

“Whatever, girl yes you are. Do they even teach you about slavery?”

“Not yet, we-“

“Man whatever. You a sell out,” he began to walk away as I was looking at him stunned,

not even trying to defend myself because I had tried so many times, but no one would hear me out. Unfortunately, when you associate with white people, and use correct English, you’re an Uncle Tom or a sell out in my neighborhood.

I walked home in the dark, thoughts racing through my head. Why does it have to be like this? Why can’t my friends see that I am and will always be that same Lailah who professed her love for being black all the time; who always was eager to do or learn something about Black History; who always wanted to see her peers be successful? If only they knew how much I didn’t want to go to Crystal Springs. At the time as an immature, narrow minded, thirteen year old 8th grader, I didn’t like white people because of all of the things that I had learned that they did to my ancestors. If only Latrell knew that my family struggles financially, and that I’m on a full scholarship. Maybe if he knew that sometimes we don’t have the money to buy groceries, maybe then I would be that “down ass nigga.” Where I come from, you’re only cool if you’re struggling, so maybe if he knew that had it not been for my grandparents owning our home, we could have been out on the streets, maybe then I would have that nickname “Lai-Banga” that the whole hood knows me by. If only he knew how much I yearn for him, and other black youths to have the same opportunities as me, and every other kid who is blessed to attend private school, and get a top notch education, maybe then I wouldn’t be so much of a sell out. I wouldn’t be “bougie” or an “uppity nigga.” I wouldn’t be the girl who forgot where she came from. I would just be Lailah. All I really want for everyone I know is to see them do well, get out of Bayview Hunter’s Point, and forsake their hood mentality. I want them to be able to have the potential to be the next CEOs and owners of the largest companies. As the music artist Drake once said, “I just wanna be successful,” and that’s what I want for me and my whole neighborhood.

A parent led organization based in San Francisco is heading up the effort in education reform, by way of legislative action. On Tuesday, October 26, Students First (www.sfstudentsfirst.org) will turn in approximately 13,000 signatures from San Francisco voters, to qualify the Neighborhood Schools ballot initiative. The Neighborhood Schools initiative was created to reform the current student assignment system in San Francisco, which, for years, has been failing the children of our city. The current policies are archaic and do not mirror the needs of our education system or the will of voters and parents. This ballot initiative will give voters the ability to speak publicly to the needed reform in the current system. Hi Lisa, in response to above excerpt, yes you addressed the cut where huge, this statement is misleading if you don't tell them that the cuts were the college counselor, and three other staff whose name and position I couldn't hear. Further, if you address all of the other issues stated early on you wouldn't have to address an issue of staff being cut as an itemized issue. Also it's pretty hard to address a complex situation in 1 minute. While it takes most ppl more then 1 minute to make up their minds at McDonalds and their menu has been the same for 50 years.

How about the UESF take some of that 211 million they spent paying politician to continue supporting the status quo and take less union dues from its members they LOVE so much. Allow the teachers to make the choice as to where they want to live. This isn't college, well one thing will be for sure, at least you could find out where that not so QUALITY teacher is living and protest outside their home. More social engineering. Well when you have a renters mentality this is what you come up with.
